This was the policy of<em> apartheid</em> which was established under D.F. Although, as you see below, there had long been policies of segregation, apartheid was a more systematic, rigorous separation of the races across all areas of life, and it clearly established white South Africans as superior to non-whites.</span> </p><hr class="hidden"><div class="greyBg"><div class="panel panel-has-border panel-green"><div class="panel-heading"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a><div><p>Why did the National Party win the 1948 election?</p></div></div><div class="panel-footer"><div></div></div></div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1948, there were three main parties contesting. Since 1934, South Africa had been ruled by the United Party. However, Afrikaaners decided in 1948 that the Nationalist Party was better able to protect their interests.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Why was this?</span></p><div class="panel panel-has-border panel-red"><div class="panel-heading" id="header-10"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="https://www.thinkib.net/#"><span class="fa fa-plus"></span></a></span><div style="display: inline-block;"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The impact of the Second World War</span></p></div><small class="toc-back-button"> <a class="scroll-to" data-target="toc-1656865401" href="https://www.thinkib.net/#" title="Back to table of contents"> </a> </small></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Second World War led to big changes in South Africa as many white people were called to fight in the army. Furthermore, the demands of war meant that more workers were needed than normal. Therefore, colour bars had to be dropped and Pass Laws relaxed. The number of black men working in industry increased by 70%. This had a very visible impact as black men had to move to urban areas to do this work and they started to outnumber the white people.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As black people realised their importance to the economy and experienced some freedom from the pass laws and colour bars, they gained in confidence and took parts in demonstrations and strikes, demanding further rights and a better future. The ANC became more active and in 1943 claimed that all races were equal. This led to fear amongst white people and to the growth in Afrikaner nationalism. Many felt that the United Party was not taking their concerns seriously enough.</span></p></div></div></div><div class="panel panel-has-border panel-red"><div class="panel-heading" id="header-11"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="https://www.thinkib.net/#"><span class="fa fa-plus"></span></a></span><div style="display: inline-block;"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The growth of Afrikaaner nationalism</span></p></div><small class="toc-back-button"> <a class="scroll-to" data-target="toc-1656865401" href="https://www.thinkib.net/#" title="Back to table of contents"> </a> </small></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Many Afrikaners were shocked by the growing numbers of black people in urban areas and their growing willingness to take action to improve their treatment. As a result, they became more extreme in their attitudes and more determined to suppress non-white peoples.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The National Party had been established in 1914 specifically to protect the rights of Afrikaners. They encouraged solidarity and a sense of their own superiority. An Afrikaner newspaper, De Burger (The Citizen), was first published in 1915 and a secret society the Broederbond was set up to look after Afrikaner interests in businesses and the professions.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The main Afrikaner church, the Dutch Reformed Church also turned to the National Party.</span></p></div></div></div><div class="panel panel-has-border panel-red"><div class="panel-heading" id="header-12"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="https://www.thinkib.net/#"><span class="fa fa-plus"></span></a></span><div style="display: inline-block;"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Jan Smuts and the United Party</span></p></div><small class="toc-back-button"> <a class="scroll-to" data-target="toc-1656865401" href="https://www.thinkib.net/#" title="Back to table of contents"> </a> </small></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Afrikaners no longer trusted Smuts to protect their interests; they wanted segregation, whereas Smuts seemed to be suggesting that, whilst he believed segregation to be ideal, it was not realistic. Indeed, Smuts supported the ideas of equal human rights and liberty in the United Nations Charter, something which clearly did not exist in South Africa, and many Afrikaners were opposed to these ideas.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">He was seventy-five, and although previously successful, he now seemed to lack a sense of clear direction and no longer saw eye to eye with most Afrikaners. He had been so involved with the war that he had lost touch with people at home.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="font-size: 10pt; line-height: 115%;">His campaign lacked energy. However, it must be remembered that the United Party did win the most votes even though they lost the election because of the way seats were allocated.</span></span></p></div></div></div><div class="panel panel-has-border panel-red"><div class="panel-heading" id="header-13"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="https://www.thinkib.net/#"><span class="fa fa-plus"></span></a></span><div style="display: inline-block;"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Daniel Malan and the Nationalist Party</span></p></div><small class="toc-back-button"> <a class="scroll-to" data-target="toc-1656865401" href="https://www.thinkib.net/#" title="Back to table of contents"> </a> </small></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Nationalist Party criticised the racial policies of the United Party. They set up the Sauer Commission in 1947 to examine the way ahead for segregation. The Sauer Report concluded that segregation should be maintained and extended across all areas of life. This was particularly attractive to the Afrikaners but also appealed to some of the English-speaking population as well.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">They ran an effective, energetic campaign, building up support at local levels, for example through Herztog’s mineworkers union in the Transvaal.</span></p></div></div></div><div class="panel panel-has-border panel-red"><div class="panel-heading"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a><div><p>The electoral system</p></div></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The United Party actually won more votes than the National Party, but the system of ‘first past the post’, meant that these votes did not automatically translate into seats. The National Party were successful in some smaller rural constituencies which had fewer voters, but which still represented a seat. As journalist Allister Sparks noted, apartheid, drawing on racist anthropology and racist theology, <em>“substituted enforcement for convention. What happened automatically before was now codified in law and intensified when possible. . . . [Racism] became a matter of doctrine, of ideology, of theologized faith infused with a special fanaticism, a religious zeal.' </em>(<a href="https://www.facinghistory.org/confronting-apartheid/chapter-2/introduction">Facing History</a>)</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">If the National Party were to have their way on apartheid, they needed to strengthen their control over all aspects of life in South Africa, and to increase their support so that they wouldn’t just be voted out at the next election. They achieved this in a number of ways:</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">English speaking members of the civil service were replaced with Afrikaners when they retired. By 1959 only 6 out of 40 heads of government departments were English speakers.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Broederbond were a secret group of men set up to preserve Afrikaner culture, establish an Afrikaner government and pursue Afrikaner interests. In 1938 the Prime Minister of the time, Hertzog said “<em>there is no doubt that the secret Broederbond is nothing more than the HNP (National Party) operating secretly underground, and the HNP is nothing more than the secret </em><em>Afrikaner Broederbond operating in public." </em>Now that the National Party was actually in power it was natural that their policies would reflect what the Broederbond had been working for behind the scenes.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As explained above, rural areas enjoyed more representation than urban ones, which had helped them come to power. In order to strengthen this, the government created six more seats in South West Africa (Namibia), where it was expected that the people would vote for the Nationalist Party. In South Africa, the average seat contained about 24,000 voters, whereas these six new seats only had between 9,000 and 12,000 voters. Petty Apartheid was the most visible side of Apartheid such as the segregation of facilities based on race; Grand Apartheid went further and was centred on separating races on a large scale - e.g. stopping non-white races having access to land and preventing them from living in the same <em>areas </em>as white people. This law therefore put each South African into a different racial group; 'black', 'white', 'coloured', with 'Indian' added later. Matthews of Fort Hare University</span></p><hr class="hidden"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Minister for Naive Affairs was Hendrik Verwoerd. In 1949 he appointed a Commission to investigate African education. The commission was led by Werner Eiselen, an anthropologist and expert on native affairs.</span><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Eiselen believed it was important to protect Africans from Western influences; something that Apartheid was well able to do. He advocated that Africans, given the nature of their work, needed only to develop limited skills. Thus the curriculum was to be limited, strictly segregated and and tightly controlled by the government.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Act also ended subsidies to mission schools which were forced to close. All Churches, other than the Dutch Reform Church, opposed the Act . Some Churches kept defied the law and kept their missions schools open; some Africans also started their own unofficial schools.</span></p></div></div></div><div class="panel panel-green"><div class="panel-heading" id="header-21"><div style="display: inline-block;"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">How was apartheid enforced?</span></p></div></div></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">These laws were enforced by the police and the army who carried out harsh measures against anyone who opposed them. Banning orders could stop a person from writing, attending meetings or leaving a particular area without permission. Any meeting that, in the eyes of the Minister of Justice could ‘seriously endanger public peace’ could be banned, newspapers were censored, and people could be held without trial for up to 90 days. The Suppression of Communism Act also meant that any protest could be seen as ‘communist’ inspired.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The system was also underpinned by the White education system which taught that God had created separate nations and that children should be educated within their own nations, separately from other nations</span></p></div></div><div class="panel panel-green"><div class="panel-heading"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a></span><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">What was the Bantustan system?</span></p></div></div><div class="panel-footer"><div><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></div></div></div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Tomlinson Commission in 1956 reported on how the homelands might be developed</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> He recommended that £104 million should be spent to make them suitable for habitation with better agriculture and some factories built around them. It was on this basis that the following laws were passed. However, nothing like this much money was spent, and given that 70% of the population were black, 13% of the land was never going to be sufficient. Moreover, whereas his report at least suggested the Bantustans should be made up of coherent areas of land, in reality they were divided up into separate areas of land with no logical coherence as you will see below.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><img alt="" height="409" src="../../../ib/history/bantustans_in_south_africa.png" style="float: left;" width="467"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Following the Tomlinson Report, The Bantu Authorities Act (1951) and the Bantu Self-Government Act (1959) created eight “homelands” for black South Africans, known as Bantustans.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The African homelands, currently governed as types of colonies with tribal chieftans assisted by white officials, would become fully independent self government and self-financing.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In this way the system was defended as being fair and non-racist.</span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Bantu Self-government Act was passed under Henrik Verwoerd who became Prime Minister in 1958. As you have read above, he was responsible for the Bantu Education Act which aimed to limit the type of education black Africans should have. His ideas on race were influenced by eugenics.
