Propaganda was used to spread the CCP's ideas and garner popular support for its ideology. CCP had originally aligned with Marxist-Leninism. Focus on revolutionary role of peasants rather than industrial workers – more suited to vast majority of population in China</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Land was the key issue in China – Mao’s manifesto promised land reform</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao declared that ‘women hold up half sky’ and promised more equality</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao was also a nationalist, and this was popular in China with its long history of anti-imperialist and foreign sentiment from the Boxers, to May Fourth movement</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao promoted the idea of the Second United Front with the GMD to fight the Japanese, which highlighted his nationalist credentials</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Based in Yanan from 1935 and relatively safe, Mao could develop and spread his ideological aims</span></li></ul></section><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There were other factors that were important in the establishment of an authoritarian state in China, including the role of Mao and other leaders and the role of coercion rather than persuasion. Expore these factors with your groups and discuss whether these were more or less important than propaganda.</span></p><section class="tib-hiddenbox"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Role of leaders</strong></span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao was a political leader. He was founding member of the CCP. He was educated and after studying Marxism believed that the principles of the ideology could be reshaped or ‘recut’ to suit the realities of a mainly agriculturally based society</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao was an effective military leader, and in September 1927 led the Autumn Harvest rising in Hunan and Jiangxi provinces and was able to briefly set up the Hunan Soviet. He learnt from this experience that the party needed an army, but was still convinced that the rural strategy was the right one.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao’s effective <strong>guerrilla warfare</strong> military strategy proved effective in the survival of the encirclement campaigns in the 1930s and in the execution of the <strong>Long March 1934-35.</strong> He during the war against Japan. His role in the Long March led to Mao consolidating his leadership position within the CCP. Zhou Enlai and Liu Shaoqi also emerged as strong leaders during this period.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao was able to out manoevre the 28 Bolsheviks who were critical of his policies. The Rectification Campaigns of the 1940s removed ‘revisionists’ and pro-Soviet CCP members who were not obedient to Mao’s line.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Jiang Jieshi was increasingly unpopular.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Jiang failed militarily to implement effective counter-guerrilla strategies.</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Coercion</strong></span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao’s ideology accepted that the use of force may be necessary</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Futian Incident / December 1930 purge – the leaders of the Futian battalion of the Red Army mutinied against Mao’s purge of the Jiangxi Action committee. In June 1931 Mao called them to a meeting to discuss differences but when they arrived he had them executed. Zhu De and Peng Dehuai supported Mao at the time.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mao’s Rectification Campaign</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Land redistribution often meant violence and killings in the countryside.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Threat of force from CCP if population not cooperate</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">CCP could veto decisions by peasant associations</span></li></ul></section></div><hr class="hidden"><h4><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="color:#000080;"><strong>Methods used to consolidate and maintain power</strong></span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Task Three:</strong></span></p><div class="greenBg"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The PRC was divided into 6 regions under a chairman, party secretary, political commissar and military commander in order to consolidate control. The PLA was then used to bring order and government control across the country. The Politburo was the legislative of the PRC and only party officials could be party members. The state introduced a new constitution in 1956. Propaganda was also used effectively (review the work you completed in task two) to maintain control. Loudspeakers were set up to broadcast CCP propaganda, posters and murals were put up. Education promoted the ideology of the party and socialist realism was promoted in the art. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, there was also the use of force:</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Population was encouraged to spy and inform on others</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Speak Bitterness meetings – landlords put on trial, attacked and around 1 million killed in early 1950s</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Triad gangs and other criminals were hunted down</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Three and Five Anti-Campaigns (1951 & 1952) – attack on corruption</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Further ‘Anti-Campaigns’ – to remove people that opposed CCP / Mao, usually the more wealthy pre-1949.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Reunification Campaigns from 1950 – crush independence movements and consolidate the PRCs borders. Took Tibet by force.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There was an attack on religions – Buddhist, Christian and Islamic centres of worship were closed and practices denounced</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Re-education camps were built across the PRC, called Laogai. It also raised the age of consent for women to 18. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Women were free to marry whomever they wanted. Females were no longer deemed as property and could not be sold to landlords. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Articles 7-8 set down that men and women were equal in the home, and the latter should fully engage in social activities. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Children born to unmarried parents were given equal rights in society. In 1954, the new constitution gave women equal status to men, and woman were for the first time permitted to own property.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The government passed laws to challenge the traditionally subservient position of women in society. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Educational reforms gave women equal access to schools and further education and promoted career advancement programs. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Female participation in the workforce increased from 8% in 1949 to 32% in 1976. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Land reforms gave women more economic independence and ended the male-holding and inheritance system. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Laws were passed to give Chinese women equal pay and opportunities. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The establishment of communes enabled women to break free of traditional roles. </span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>No Change</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, Women in China still faced prejudice and social and economic inequality. </span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Political involvement and voice was very limited, only 13% of CCP members were women and women lacked representation in positions of political power [with exceptions such as Mao’s wife Jiang Qing]. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The number of female members of the National People’s Congress had only increased from 14% in 1954 to 23% in 1975. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Regional differences in China, in the Muslim areas of the west, the Marriage Reform Law was deemed to be against the teachings of the Koran.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">China had been a deeply patriarchal society and this mindset was entrenched. There was widespread resistance to female equality, for example, the Shaanxi Women's Federation reported that by the end of 1950 there had been 195 deaths related to marriage cases in that province alone. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Divorces were restricted again from 1953. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Economic independence was in fact limited. Law giving women the right to own property and land was short lived as it was replaced by collectivisation and the first 5 year plans in 1953. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Historian S Leader - Mao’s policies did not liberate women at all, but were designed to subordinate females to the state’s economic and political policies: women in China were to serve the ideological aims of the state. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Women suffered disproportionately during the great famine after the Great Leap Forward in 1958 and again during the upheaval of the Cultural Revolution after 1966. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Women in rural areas continued to be confined to fulfilling domestic duties, as well as working in agriculture. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Wage inequality also continued in China and jobs remained segregated by gender. </span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> Women still had subservient positions but were expected to also be the mother and care givers – this was known as the ‘double burden’ of the Mao era. </span></li></ul><p style="margin-top:0cm;margin-right:0cm;margin-bottom:7.5pt;margin-left:0cm;
