In Europe, this was particularly evident on the Eastern Front following the German invasion of Poland and the Soviet Union. Hitler believed that certain races – in particular Jews but also Slavs – were <em>U</em><em>n</em><em>t</em><em>ermenschen</em><em> </em>or subhuman. The space that was necessary for the Greater German Reich also meant that the existing populations in Poland and the USSR had to be destroyed or displaced. In one of the plans for German settlement drawn up by the Reich, it was estimated that <em>‘the unwanted population would be closer to fifty or even fifty-seven million, assuming that 15 percent of Poles, 25 percent of Ruthanians and 35 percent of Ukrainians would need to be retained as agricultural labourers, the rest being deported to Siberia. The Russian population would wither away through the use of contraception, abortion and sterilization. The Jews would be exterminated</em>’ (Niall Ferguson, <em>W</em><em>a</em><em>r of the World, </em>2006).</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Many Poles and Russians were deported to the factories and mines of the Third Reich, where the work there ensured almost certain death for most of them. For the Jews, special SS squads called <em>Ei</em><em>nsatzgruppen</em><em> </em>accompanied the German Army as it invaded Poland and the USSR, and had the dedicated job to kill all Jews, communist officials and resisters they encountered. By the end of July 1941, the <em>Ei</em><em>nsatzgruppen</em><em> </em>had murdered around 63,000 men, women and children, 90 per cent of whom were Jews. Groups other than Jews were also at risk, such as the Gypsies and mental patients.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The method of killing such large numbers of people was, however, very time-consuming and costly – mass groups of people were generally herded into remote locations and shot. The Nazis came up with a new method to deliver their ‘final solution’ to the ‘Jewish question’ – the transportation of Jews from across Europe to concentration and extermination camps, where they could be eliminated either by poison gas or through overwork and starvation. The extermination camp at Auschwitz-Birkenau alone could kill 10,000 people a day.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Soviet government also deported whole populations. It assumed that the minority peoples in the west were disloyal to the Soviet Union and thus the Germans on the Volga and the Tartars in the Crimea were deported. Estonians, Lithuanians and Poles were all dispersed to Siberia or other parts of the USSR.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">A combination of lethal factors meant that the death tolls in Eastern Europe and the USSR during the war were terribly high. At least 20 million died in the Soviet Union (some estimates put the number much higher) and more than half of these were civilian deaths. Poland suffered the greatest proportional loss of life, with six million deaths out of a population of 30 million. Three million of these were Jews and only 150,000 of these casualty figures represent deaths in military action. Overall an estimated one million Gypsies and six million Jewish civilians were killed by the Nazis in their racial extermination programme.<br>The Japanese also had ambitions linked to racial superiority. ‘<em>The Chinese people’,</em> wrote General Sakai Ryu, the Chief of Staff of the Japanese forces in North China in 1937, <em>‘are bacteria infesting world civilization.’</em> Such attitudes were commonplace, hence the genocidal Japanese treatment of the Chinese in ‘the rape of Nanjing’. Such brutality continued during the takeover of South-East Asia following the attack on Pearl Harbor. Between 5,000 and 50,000 Chinese were massacred in Singapore in a series of ‘purification-by-elimination’ operations. Overall, 10 million Chinese died at the hands of the Japanese. Filipinos, Indonesians and Malays were also used as slave workers, resulting in thousands of deaths. Allied prisoners of war also suffered terribly from physical overwork, malnutrition and abuse.</span></p></div></div><div class="panel-footer"><div><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></div></div></div><div class="panel panel-red panel-has-colored-body panel-has-border"><div class="panel-heading"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a></span><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>3. It was assumed that their first loyalties would be to their country of origin. Thus Germans and Austrians in Britain were rounded up and put in internment camps. In America, more than 100,000 Japanese were relocated into camps, many losing their property or being forced to sell at very low prices. This capacity to treat other human beings as members of an inferior and indeed malignant species – as mere vermin – was one of the crucial reasons why Twentieth Century conflict was so violent. Only make this mental leap, and warfare ceases to be a formalised encounter between uniformed armies. How did countries differ in the extent to which they mobilised human resources?</span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As with World War I, civilians were mobilized in all countries to help with the war effort. This effort was, however, on a much vaster scale than in World War I. The major combatants mobilized between a half and two-thirds of their industrial workforce, and devoted up to three-quarters of their national product to waging war. This meant that, apart from in the USA, the vital resources of the country were directed to the war effort and the populations were therefore forced to live on a restricted range of rationed food and household goods.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The number of people required to both fight and to work in the factories to produce the necessary amount of war materials was vast, and countries used different methods to get the workforce that they required.</span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>(Note the role of women in the workforce is discussed in more detail below)</em></span></p><div class="panel panel-red panel-has-colored-body panel-has-border"><div class="panel-heading"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a></span><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Britain</strong></span></p></div></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In Britain, military conscription was introduced from the beginning of the conflict (unlike in World War I), but it was carefully controlled to ensure that key workers were left in the important industries, such as coal mining. When Albert Speer, the Minister of Armaments and War Production, tried to organize the deployment of human resources more effectively from 1942 onwards, he found little support. The regional and police authorities were reluctant to accept national schemes that affected their regions, and having women in the workplace went against Hitler’s idea that women should focus on <em>K</em><em>i</em><em>nd</em><em>e</em><em>r</em><em>, Kirche, Küche </em>(‘Children, Church, Kitchen’). Hitler also insisted that consumer goods production remain a priority, and so workers in non-essential industries could not be transferred.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The labour force was substantially increased, however, by workers from the countries that they had occupied. These workers were forcibly brought to Germany; by September 1944 there were 7,487,000 foreigners in Germany and this constituted 21% of Germany’s work force.</span></p></div></div><div class="panel-footer"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p></div></div></div><div class="panel panel-red panel-has-colored-body panel-has-border"><div class="panel-heading"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a></span><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Soviet Union</strong></span></p></div></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In the Soviet Union, the already centralized nature of the state allowed civilians to be mobilized effectively from the beginning. Coercion also played a key role. Workers were forced to move to those areas of the Soviet Union in which they were most needed, hours of work increased, and crash training programmes were developed to make up for the shortage of skilled labour. Slacking or absenteeism could be punished by labour camps or death.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Women made up most of the workforce, but also volunteered to serve in the armed forces. They joined the Red Army or the Red Air Force; the latter had three regiments (two bomber and one fighter) consisting entirely of women. They also played a vital role in the Red Cross and Red Crescent organizations, and in civil defence and fire-watching operations. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Richard Overy calls the civilians of Russia the ‘real heroes’ of the Soviet Union’s economic revival after the Nazi invasion, due to the appalling conditions in which many of them worked, suffering under long hours, poor nutrition and political scrutiny.</span></p></div></div><div class="panel-footer"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p></div></div></div><div class="panel panel-red panel-has-colored-body panel-has-border"><div class="panel-heading"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a class="expander pull-right" href="#"><span class="fa fa-plus"></span></a></span><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">America</span></p></div></div><div class="panel-body"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In America, women also played a key role in war industries, doing semi-skilled jobs such as crane operators, tool makers, shell loaders, aircraft makers and lumberjacks. What was the role of resistance fighters?</span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a>I</a>n all countries occupied by the Nazis, there were civilians who joined resistance groups. Also called partisans, they gathered intelligence for the Allies, used sabotage and murder against the occupiers, helped rescue shot-down Allied pilots or took Jews into safety. Their work was vital for the Allies, but extremely dangerous, as can be seen by the contents of this poster that was put up on the walls of the French city of Nantes in 1941: ‘Cowardly criminals in the pay of England and Moscow have killed, by shooting in the back, the Field Commander of Nantes on the morning of 20 October 1941. In expiation for this crime I have already ordered that fifty hostages be shot … fifty more hostages will be shot if the guilty parties are not arrested by midnight 23 October 1941. What was the impact of the war on women?</span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="color: rgb(0, 0, 128);"><strong><img alt="" src="../../../ib/history/women-ww2.png" style="width: 533px; height: 619px;"></strong></span></span></p><hr class="hidden"><p id="header-8" style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>There is no doubt that [the Second World War] broke down some barriers to women’s advancement in society. Yet, in the end, when the men came home, had attitudes and opportunities really changed much?</em></span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Historians Jocelyn Hunt and Sheila Watson</span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As you will have read above, the Second World War led to the mobilization of women in many of the belligerent states. Some historians have argued that, as was the case during the First World War, the totality of the war led to more gender equality as women assumed economic, social and often military roles that had been traditionally men’s domains in society. However, similar to the First World War, this new equality was often temporary and societies' expectations and the opportunities for women after the Second World War did not last when millions of men returned from the fighting fronts.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">During the Second World War, women had not only taken on manual labor jobs in agriculture and industry, but also skilled roles, ranging from work in ammunitions factories to employment in medicine and engineering. They also played a key role in resistance movements in occupied countries. In the USSR women were fully participative in combat roles at the front. Indeed, several Soviet women were awarded the highest honors for bravery and military action, had their own air force division and there were infamous female snipers. However, after the war there were strong pressures in all post-war societies for women to return to the roles that they had had before the war. Although most women did shift back to traditional roles in society, the experiences of work and relative freedom played a key role, at least in the West, in the growth of the feminist movement that gained momentum in the 1960s.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">An example of the difficulty of assessing the impact of war on the role of women in society can be seen in the impact of the world wars on British women. At the end of the First World War, Britain passed an enfranchisement bill which gave women over the age of 30 the right to vote. This was a tangible and permanent change in the position of women in British society. Nevertheless, historians have argued that although women’s war work was the final catalyst for this act, the foundation for change had been built before the war and essentially the suffrage movement had already ‘won’ the argument. During the Second World War, women were mobilised in Britain and engaged in key economic and military roles. However, an interesting statistic suggests that this change was only temporary as before the Second World War, in 1931, women had made up 29.8% of the workforce and by 1951 this proportion had risen to just 30.8%.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">It should also be noted that, women faced rape and sexual humiliation in the concentration camps discussed above, and also in occupied territories by the Germans. The final chapter of the war saw women face mass rape at the hands of the Soviet soldiers. As the Soviets pushed though to Berlin in the final year of the war, they took revenge on the German population for three years of brutal warfare and the atrocities that the Germans had inflicted on the Russian population. Women in the villages and towns that lay in the path of the Soviet army’s advance were raped by<br>Soviet soldiers. Clinics and doctors in Vienna reported that 87,000 women were raped in the three weeks following<br>the Red Army’s arrival in the city; and even larger numbers were raped on the Soviet march on Berlin.</span></p><hr class="hidden"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Case study – The Second World War: United States</strong></span><div class="box"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Women in the USA were mobilized in the military and the industry and were used as an integral part of the workforce and military personnel.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Second World War emancipated the role and status of women, giving them confidence and enhancing gender rights, although in most cases, was short-lived.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Because of the demand for workers during the Second World War, women had to take over the responsibilities of the men who had joined the military, increasing the number of women in industries and farms. The need for a war economy in fact pushed governments to redefine the working role of women. This was significantly evident in the US. By 1945, women comprised 36.1 percent of the civilian labor force in the US. The percentage of married women working outside the home increased from 13.9% to 22.5%. The Second World War in fact saw an unprecedented number of women join the workforce, more than any other time in U.S. history.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Susan B. Anthony II, argues that this change “<em>gave women confidence that they could earn a living; they didn't feel subservient to the man anymore.”</em> Women also joined the armed forces. Some 350,000 women served in the U.S. Armed Forces, such as the Women’s Airforce Service Pilots. The Second World War therefore revealed the potential women had, and as they entered into jobs that had previously been reserved for men, significantly changed their status.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">With women entering the working force and the military, the debate on gender rights rose again, after it had settled during the interwar years. In the US, by 1944, skilled female workers earned an average weekly wage of $31.21. Despite federal regulations requiring equitable pay for similar work, men in similar positions earned $54.65 weekly. It was to address such issues that in the USA, the Women’s Bureau (WB) started gaining national attention, sending representatives to factories throughout the country to scrutinize working conditions. Therefore a certain degree of status and security became more available to women during the Second World War. As a result of the increase in women members, the American Federation of Labor (AFL) and the Congress of Industrial Organization (CIO) emphasized issues such as equal pay, protective legislation, and social programs which addressed the needs of women workers. In this way, as explained by Viola Klein “sex discrimination in matters of employment almost disappeared.” As a consequence there was somewhat of a social revolution” in the workplace as a result of the Second World War.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, although it reshaped the role of women in the workforce and military, such change was short-lived. With men coming back from war, women had to give up their jobs and return back home. In fact political leaders in the US urged women to go back home in order to give back jobs to the men returning from service. In America the increased wages for women did not become a permanent change. Even the government’s “Rosie the Riveter” propaganda campaign ended with the war.
