Nationalism had emerged and by the simple law of numbers this was now impossible to ignore.’</em></strong> </span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Historian Martin Evans</strong></span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong><img alt="" height="318" src="../../../ib/history/map-of-algeria.png" style="float: left;" width="322">French colonial policy</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The official French policy with regard to colonies was one of ‘assimilation’. This was based on the idea that French civilization was superior to all others and that the colonies would therefore benefit from being integrated into all its aspects, including its social and political institutions and the French language. French law professor, Arthur Girault wrote in 1921 that <em>‘Assimilation is not separation, but, on the contrary, an increasingly intimate union between the colonial and the metropolitan territory ... The colonies are theoretically considered to be a simple extension of the soil of the mother country.’ </em> Thus, colonies were seen as <em>départements </em>(‘departments’, the primary regional divisions of France itself), which, in the case of Algeria, had direct political representation in Paris. This ideological premise was particularly important with regards to Algeria; Algeria was dominated by the French more than any of the other French colonies, and was seen as an integral part of France, with three <em>départements</em>.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Algeria had been colonized by France in the 19th century. By 1841 there were 37,374 French settlers, the <em>colons</em>, also called the <em>pieds-noirs </em>(black feet) by Algerians because they wore cheap black shoes. By 1945, there were about one million <em>pieds-noirs</em>, many of whom had been born in Algeria and who regarded it as their home. The <em>pieds-noirs </em>were an extremely diverse group both in terms of wealth and political beliefs. The extreme conservatives among this group, who resisted all change, were known as the Ultras; there were also, however, liberals (approximately 20–25%) who supported colonial reforms to some extent.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In reality, however, French rule was racist. For the 1 million <em>colons </em>living in Algeria, maintaining the connection to France was essential as it gave them social advantage over indigenous Algerians, who were mainly Muslim.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Radical party member Maurice Viollette opposed the colonial lobby in France and had criticised violence in the Congo and exposed corruption in Indo-china. In 1925 Violette was appointed Governor-General of Algeria. Although he subsequently used repression, he wanted to win over Muslim ‘hearts and minds’. This provoked settler opposition – the <em>colons</em> disliked Viollette’s increased spending on Muslim health and education and there was a campaign against ‘Viollette the Arab’ which forced him to resign in 1927. Viollette declared<em> ‘The natives of Algeria, because of your errors, do not have a country. They are looking for one.’ </em>He warned that if Muslims were not given a share in its future – the end of French Algeria was inevitable.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The rise of Algerian nationalism</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">At the heart of Algerian nationalism was the fact that the Muslim population had been discriminated against politically, socially and economically. Algerian nationalism was anti-colonial and anti-imperialist with Islamism as the central feature. Religious scholars such as Rashid Rida [1865-1935] had promoted resistance to imperialist economic control and the establishment of an Islamic state based on sharia. Indeed, some historians argue that Islamism would later be the most important mobilising ideology of the Algerian war.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Algerian Muslims had fought for France in the First World War and when US president Woodrow Wilson announced his ’14 points’ the early independence movement gained hope. Indeed, the 5th point stated that the US aimed for: ‘<em>An absolutely impartial adjustment of all colonial claims, based upon a strict observance of the principle that in determining all such questions of sovereignty the interests of the populations concerned must have equal weight with the equitable claims of the government whose title is to be determine</em>d’. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">But there was no change in French policy towards Algeria.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Methods of Messali Hadj and Ferhat Abbas</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Etoile Nord-Africaine [North African Star] party was set up in 1926 and initially led by members of the French communist party. However, this was disbanded under pressure from the French government in 1929. In 1936 the Popular Front government in France, responding to growing nationalist sentiments in Algeria, passed the Blum-Viollette proposal which would allow some Muslims to gain full French citizenship while also permitting them to be subject to Muslim law on some matters such as marriage and inheritance; however, the pied-noirs rose in violent demonstrations against the policy and it too was ended. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1937, Messali Hadj set up the <em>Parti du peuple algerien </em>[Algeria People’s Party] which promoted greater autonomy rather than full independence for Algeria. In 1938 Ferhat Abbas founded the Algerian Popular Union which promoted equal rights for all whilst promoting Algerian culture and language. Muslim land had been expropriated by Europeans and only 2% of the population owned 25% of the land. <em>Colons </em>earned substantially more than Algerian Muslims, who also suffered high unemployment rates. This situation was not helped by the French government in that it prevented industrialization and development of certain areas of the agricultural sector in order to prevent Algerian competition with France.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Algeria could not manage the fall-out of the Great Depression and its exports fell from 10.6 thousand million francs in 1930 to 8 thousand million francs in 1932. This hit the Muslim population hardest. In addition, the economic crisis that developed in Algeria was exacerbated by an increase in the population. By 1936 the Muslim population had grown to 6 million and this stretched the country's resources to breaking point. Muslim farmers were not able to pay debts and this led to a rural exodus. Thousands headed for the cities in search of work – of which there was little - which made for a tense atmosphere. There was widespread rioting between 1933 and 1934.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">During the Second World War economic discontent further fuelled Algerian nationalism. In April 1944, at a meeting in Biskra it was claimed that <em>‘Hitler gives 250 grams of wheat a day and we who are free, we only receive 200 grams. All this must be done away with.’ </em>Rumours were rife that rationing favoured the settlers. Then, shortages of food after a poor harvest and long winter led to famine in early 1945. Hunger inflamed tensions.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The post-war French economic boom led to some benefits for those living in coastal areas, but in the interior where the population was mostly Muslim, 8.4 million people continued to live in abject poverty. 1 million lacked full employment with 2 million unemployed. An average agricultural worker only had work for 65 days per year. Muslim Algerians were by birth French subjects, but were not French citizens. Under French rule, cultural practices of the Muslim majority were rooted in Islam. Islam was the religion that unified the different races and cultures of Algeria.</span></span><span style="font-size:10.0pt;mso-bidi-font-weight:bold"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="font-size:10.0pt;mso-bidi-font-weight:bold">The FLN would later reference Islamic rhetoric during the struggle against the French, for example calling the war that developed from 1954 a <em>jihad</em> and those that were killed martyrs. The European colonizers had been exposed as weak and had been devastated by the global conflict. France had been occupied by the Germans and its colonies in Indo-China had fallen to the Japanese. The Japanese had also helped stir up nationalism through anti-European propaganda and their promotion of local leaders.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">After 1945, both the US and the Soviet Union stated opposition to imperialism and the ideological concepts underpinning it. The notion of empire was further undermined by the founding of the United Nations in 1945 as it emphasised human rights, freedom and self-determination. Yet these demands were ignored, and Abbas’s moderate nationalist party was dissolved in 1945. </span></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="font-size: 10pt;">Meanwhile, de Gaulle called a conference of colonial administrators in Brazzaville in the French Congo in 1944. The conference promised a new ‘French Community’ that would abolish the worst aspects of colonialism. Yet there was no suggestion of any move towards self-government. Indeed, René Pleven, a prominent French politician, asserted in his speech at the Brazzaville conference that ‘<em>there are no peoples to liberat</em>e’ and that the colonial subjects ‘<em>do not want to know any other independence than the independence of France’</em>. Frustration at the political and economic situation in Algeria exploded during the celebrations for <em>Victory in Europe </em><em>Day</em><strong>. </strong>In the predominantly Muslim town of Setif in northern Algeria, nationalist banners, which had been forbidden, appeared and 4,000 protestors took to the streets. When police tried to seize the banners, fighting broke out. The result was widespread attacks on Europeans, including murder, rape, and robbery. Throughout Algeria, about 100 people were killed. French revenge was swift and bloody. Officially, 1,005 Muslims died during the savage repression. According to Algerian nationalists, 40,000 to 50,000 died. The brutality had the counter-effect of stoking nationalism rather than quelling it; however as the French had quickly restored order the government believed it could carry on with colonial rule as before.</span></p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1946, the Fourth Republic renamed the French Empire the ‘French Union’. Based upon the principles of the Brazzaville conference, greater autonomy for colonial peoples was agreed, but there was no question of decolonization. In 1947, Algerian Muslims did get the right to vote in Algeria, but out of the elected assembly, 60 of the deputies were to be elected by the <em>colons </em>and just 60 by the Muslims, who constituted 90 per cent of the population. <em>Colons </em>and Muslims each sent 15 deputies and senators to Paris. In 1956, only 8 out of the 864 higher posts in the administration were held by Muslims. In addition, because many <em>colons </em>believed that the Muslims should not be able to vote at all, elections were rigged. Its nationalist sentiments were to wage a revolutionary war against the French, and Islam was its foundation as a unifying force separateness from the French. It also promoted a broadly socialist agenda. As the movement was called the ‘front’ it initially comprised of a range of different social groups and varied ideologies unified by the aim of achieving an independent Algeria. The FLN was broadly socialist and it promoted the elimination of class structures and egalitarianism. It would later become more militantly socialist under Ben Bella who aimed to create a new society based on the peasantry. Although committed to socialism this was in line with Arab socialism and the FLN opposed Marxism. During the war with France the FLN did use Marxist terminology to denounce the French as the economic exploiter-oppressor and labelled pro-French elites and groups as ‘bourgeoisie’. The French responded in kind, with a counter-terror… The French army had bitterly concluded that defeat in Vietnam had been due to its failure to match the ruthlessness and conviction of the Communists’.</em> </span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Charles Townsend. 2005</span></p><hr class="hidden"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The non-violent methods of the pre-war period, of Messali Hadj and Ferhat Abbas, had failed to achieve independence. The FLN determined on the use of violent methods.</span><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><br><strong>The Toussaint Rouge</strong><br>The first attack by the FLN was launched in the early hours of 1 November 1954 and involved <em>maquisards</em>, or guerrillas, attacking military and civilians targets throughout Algeria. This became known as the <em>Toussaint Rouge </em>[Red All Saint’s Day]. From Cairo, in Egypt, the FLN made radio broadcasts calling for all Muslims in Algeria to join the rising to attain an independent Algeria ‘within the framework of the principles of Islam’. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In response to the attacks the Conseil-General for the department of Algiers voted unanimously on 2 November that:</span></p><ol style="list-style-type:lower-alpha;"><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">order be firmly and rapidly restored</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">the guilty, whoever they are, be exemplarily punished</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">henceforth, no weakness be tolerated</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">the French policy… be founded upon the healthy elements of the population.</span></li></ol><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The FLN claimed responsibility but the French government believed this was just another uprising that could easily be contained, as historian Alistair Horne states ‘<em>In France.. the revolt in Algeria did not arouse the greatest public interest… La Monde [newspaper] devoted no more than two columns to the events under the bland caption “Several killed in Algeria in the course of simultaneous attacks on police posts”’ </em>. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The French premier, Mendes-France, however declared on 12 November that there would be no compromise to defending the <em>internal</em> peace of the nation, ‘the Algerian departments are part of the French Republic… they are irrevocably French.’ Alistair Horne describes this speech as an <em>‘uncompromisingly forthright, fatefully binding statement.’</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There were 50,000 French troops already in Algeria and these were reinforced by paratroopers and gendarmes. Jacques Soustelle was made governor-general in January 1955. Soustelle was a liberal intellectual who had wanted to implement economic and political reform. But his approach was countered by the <em>colons</em>, the brutality of the fighting on both sides, and growing support for the FLN.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Several months later, in August 1955, a far more serious attack upon <em>colons </em>and French forces was launched in the town of Philippeville. Here, a massacre by the FLN left 123 Muslims and <em>pieds-noirs </em>dead; the French retaliatory action, according to French sources, killed 1,200 people, or 12,000, according to FLN sources.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Under pressure from the <em>colons</em>, Soustelle was replaced with a less liberal governor, Robert Lacoste, in 1956.
