What factors affected the outcome of the Civil War?</span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There are a number of reasons for the Union victory in the American Civil War. It can be argued that differences in man-power and resources made Union victory inevitable; however the issue is far more complex than that. There are a variety of ways in which the reasons can be categorized and a great deal of debate over which factors are the most important.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">One way to look at the factors affecting the outcome in the Civil War is to divide the reasons into <em>Union Strengths</em> and <em>Confederate Weaknesses</em> (this can also be seen as internal and external factors when addressing reasons for Confederate defeat). This is useful in addressing the overall outcome but is maybe not fully nuanced as it fails to address Confederate strengths and seems to lead to the conclusion that Union victory was inevitable.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">An alternative way to break down the factors is to categories them like this:</span></p><p style="margin-left:21.0pt;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Political Leadership i.e. Lincoln’s effectiveness compared and contrasted with that of Davis.</strong> Historian David Potter has argued that <em>'If the Union and Confederacy had exchanged presidents with one another, the Confederacy might have won its independence</em>'.</span></p><p style="margin-left:21.0pt;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln’s relationship with his cabinet was notably better than Davis’; for example Davis made 16 changes in four years including six Secretaries of War and four Secretaries of State. Lincoln is also seen as having inspired his people (e.g. through Gettysburg Address, Emancipation Proclamation, and in the 1864 Election) and he managed his Generals and military strategy more effectively than Davis. This is particularly noteworthy given that it was Davis not Lincoln who entered the war with the military, cabinet and senatorial experience which Lincoln lacked. However, leading from the center was arguably easier in the Union with a much greater acceptance of strong federal power compared to the Confederacy which of course was founded with strong beliefs in states' rights. Governor Brown of Georgia proved particularly reluctant to follow orders from Richmond.</span></p><p style="margin-left:21.0pt;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Military Leadership: </strong>At the start of the war the Confederacy seemed to have the edge in the Eastern <span data-scayt-word="Theatre" data-wsc-lang="en_US">Theatre</span> with General Lee's beating of McClellan and Burnside contributing to a myth of invincibility. This myth was firmly dismissed at Gettysburg. Grant followed success in the west by taking overall charge of the Union army and under his and Sherman's control, the Union armies were expertly led. Grant in particular is credited with turning around the Union’s fortunes and <span data-scayt-word="ensuring" data-wsc-lang="en_US">ensuring</span> victory. (<em>See Video below</em>)</span></p><p style="margin-left:21.0pt;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Resources: </strong>As we have already seen, the two sides were far from evenly matched. The fact that the Union army outnumbered that of the Confederacy 2:1 and its industry could produce over thirty firearms to every one produced by the Confederacy clearly played a key role in the final outcome. As the war continued the disparity grew as the Union economy shifted into war production and its agriculture produced the food the army required <span data-scayt-word="whilst" data-wsc-lang="en_US">while</span> the Confederate economy collapsed under the strain of war. The Confederate army increasingly lacked supplies - to the extent that Grant’s army gave rations to Lee’s men following Lee’s surrender.</span></p><p style="margin-left:21.0pt;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Missed opportunities/ Turning points:</strong> The war may have had a different outcome if the Confederacy had taken advantage of key opportunities such as the chance to attack Washington after the First Battle of Bull Run, the chance to secure British support before the Emancipation Proclamation or the opportunities missed to secure the higher ground at Gettysburg. In contrast, the Union, most notably Lincoln, jumped on key moments in the war such as the Emancipation Proclamation in the aftermath of victory at Antietam. <em>(Also see the video, Crash Course, below for a discussion of key turning points)</em></span></p><p style="margin-left:21.0pt;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Public support/will: </strong> While the strength of public will in the Confederacy can’t be really doubted at the start of the war, the casualties and economic hardship it brought ate away at Confederate will as the war progressed. What was the role of foreign relations?</span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Union had a much more powerful navy than the Confederacy and it set up a blockade aiming to isolate the Confederacy from the European powers in particular. The fact that Britain was reliant on imports of cotton from the Southern States gave the Confederacy confidence that they could get Britain to recognize their independence, trade cotton for much needed war supplies and possibly break the Union blockade. The Union on the other hand aimed to prevent the Confederacy from being recognized as a sovereign country and to keep the Civil War a domestic matter. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Early in the war it was unclear which policy Britain would ultimately follow. The Confederate decision to impose a cotton embargo can be seen as poorly judged, but ultimately it was the Emancipation Proclamation which prevented the Confederacy from receiving European aid.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Britain’s attitude to the civil war</span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Britain potentially had good reason to support the Confederacy. Prime Minister Lord Palmerston and Foreign Secretary Russell would have considered the following in making their decision:</span></p><ol><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Economically, in the long term, it made sense to support the Confederacy as it made an ideal trading partner from whom Britain could buy cotton and to whom it could sell manufactured goods.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Economically, in the short term, it made sense as the Union blockade could lead to a shortage of raw cotton in Britain and create hardship in areas such as the north-west of England where the cotton mills provided large amounts of employment.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Many in Britain sympathised with the Confederacy which had seemingly left the Union with the democratic support of the people in the South. The North was seen by some as the aggressor and looking to force states and people to stay in the Union against their will.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">This argument was further complicated by the fact that there were slave states in both the Union and the Confederacy. This meant that backing the Confederacy may not have been seen as backing slavery. Lincoln himself at the start of the war presented the fight as being about the maintenance of the Union rather than slavery.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Influential newspapers such as The Times backed the Confederacy.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Long-term, the breaking up of the USA was likely to be advantageous to British influence and power in North America and in the Atlantic.</span></li></ol><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There were, however, some strong considerations that suggested intervention on the Confederates' behalf would be a bad move:</span></p><ol><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Union was an important market for Britain. In particular many British firms and individuals had heavily invested in the rapidly growing economy of the North, notably the railways. Any support for the Confederacy would put these investments in jeopardy.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Whilst there was sympathy amongst some in Britain for the Confederacy there was also strong anti-slavery feeling and this meant there was also support for the Union. Britain itself would have been divided over any intervention.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The recent Crimean War had highlighted the issues Britain would face fighting in a war thousands of miles from home. Britain of course knew to its cost the difficulty of fighting a war across the Atlantic (from the American war of Independence).</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">A worst-case scenario could put British Canada at risk if Britain ended up at war with the Union.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">If Britain remained neutral it could attribute belligerent status (legally waging war) to both the Union and Confederacy and therefore sell arms and make loans to both sides. Britain would have to recognize the Union blockade and not fit-out Confederate warships in British ports.</span></li></ol><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Task One</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>ATL: Thinking and communication skills.</strong></span></p><div class="yellowBg"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">1. Hold a class debate with half the class arguing for Britain entering the war on the Confederates side and half arguing against. (Or you may want to work in pairs; each of you writing a speech for opposing sides)</span><br> </p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">3. In the end, Britain decided to remain neutral. Explain why you agree or disagree with this decision.</span></p></div><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> </span><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The Confederate cotton embargo</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Confederacy was very keen to be recognized as a sovereign state by Britain. However they overplayed their hand as they felt they could force the issue. An unofficial cotton embargo was implemented. The intention was to force the British government to recognize the Confederacy, or see Britain’s cotton industry collapse, thus putting mills out of business and people out of work. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, Britain and the rest of Europe had warehouses full of cotton from purchases in 1859 and 1860 meaning there was no immediate shortage. In addition, Russell was angered by the Confederacy’s move and refused to be forced into supporting them. The Confederacy had thus cut off its best revenue stream before the Union blockade had taken full effect. British firms now sought new markets for cotton, notably in India. Gladstone was so impressed with cotton workers' refusal to support the Confederacy due to slavery, despite the fact that the fact that it put their jobs at risk, that he changed his mind on the debate regarding the extension of the franchise.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Confederacy sent agents to Britain to work with sympathetic MPs and to try and influence British opinion. They set up a newspaper ‘<em>The Index</em>’ to rally support but failed to move the government or public opinion. They did however succeed in buying large amounts of armaments.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Union diplomacy</span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Union also saw relations with Britain as important in the progress of the Civil War. Charles Francis Adams (US minister in London) was central in making sure that Britain remained neutral. Secretary of State Seward also used all his skill to help keep Britain neutral. </span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Trent Affair</span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">This was a key moment that could have potentially changed Britain’s position regarding the Civil War:</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">November 1861; James Mason and Slidell, the Confederate commissioners to Britain and France, boarded a ship called the Trent in Cuba.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The USS San Jacinto, captained by Captain Wilkes, stopped the Trent and forcibly removed Mason and Slidell.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There was an angry reaction in Britain; Palmerston was furious and Russell demanded Mason and Slidell be released with a public apology.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Britain readied their fleet, sent soldiers to Canada, and exports of war materials to the Union was stopped.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Wilkes became a hero back in the Union and the House of Representatives praised his actions.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">But Lincoln faced a difficult with situation with British demands clashing with public opinion within the Union.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Ultimately the US government admitted they had committed an illegal act and released Mason and Slidell. They stopped short, however, of apologizing for Wilkes’ actions.</span></li></ul><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Mediation</span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1862 following Confederate victory at the Second Battle of Bull Run (Second Manassas) Emperor Napoleon III proposed that Britain and France should mediate between the Union and Confederacy. Britain gave some thought to this idea with Palmerston predicting that the Union could suffer further defeats and face invasion. However, the failure of Lee’s invasion of Maryland changed Palmerston’s mind. Whilst it was generally considered that the Emancipation Proclamation killed off any British thoughts of mediating, some, including Gladstone and Russell, continued to argue for mediation. Palmerston however rejected the idea and so Britain did not intervene.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Commerce raiders and Laird rams</span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Although Britain was neutral it was supplying military supplies. Importantly the Confederacy was buying British-built ships. The majority were fast ships built to run cargoes past the Union blockade and into the Confederacy. The Confederacy also wanted to buy warships. These 'commerce raiders' would be used to attack Union merchant shipping. Britain built the ships but did not arm them (forbidden by British law); the Confederacy simply took the ships elsewhere to get guns added. The commerce raiders proved very effective. The most famous of them ‘<em>The Alabama</em>’ took 64 Union ships before being sunk. The commerce raiders however did not attack neutral ships so the Union simply switched to using these instead of their own. Britain benefitted greatly from this, but commerce raiders did not cripple Union trade.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The summer of 1863 saw the last major crisis between the Union and Britain. Laird Brothers shipbuilders were building two ironclad ships for the Confederacy. It was believed that the Laird Rams would prove to be superior to any other iron clads in action in the Civil War. Charles Adams (US Minister in London) threatened war if the Rams were sold to the Confederacy. What was the impact of the Emancipation Proclamation?</span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><img alt="" height="340" src="../../../ib/history/emancipation_proclamation.jpg" style="float: left;" width="264"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>That on the 1st day of January, A.D. 1863, all persons held as slaves within any State or designated part of a State the people whereof shall then be in rebellion against the United States shall be then, thenceforward, and forever free; and the executive government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Emancipation Proclamation, 1864</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln’s Emancipation Proclamation is one of the most significant moments in <span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> African-American</span> history let alone the Civil War. There are many debates surrounding it; however we will concentrate on its importance as a war measure and Lincoln’s motives in passing the proclamation.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">What was the context?</span></h5><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Emancipation Proclamation was considered a ‘fit and necessary <strong>war measure</strong>’ which freed slaves within the rebel states.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">It has been argued that the Emancipation Proclamation, transformed the nature of the Civil War and the Union war effort. Until then, from the North's perspective, it had been a war to preserve the Union and to restore the rebellious states to their pre-war status. Now it had also become a war for freedom.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Battle of Antietam in September 1862 offered the ‘victory’ Lincoln needed. Despite it tactically being a draw, Confederate General Robert E. Lee was forced to abandon the offensive and retreat into Virginia.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">On the 22nd September Lincoln released the Preliminary Emancipation Proclamation. The rebellious states were offered 100 days to return to the Union and adopt some form of gradual or immediate emancipation; otherwise, slaves in the Confederacy states would be “forever free”. Despite this, none of the rebellious states returned.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The South were aware of how important slavery was. The Montgomery Adviser in 1861 stated that “<em>the institution of slavery in the South alone enables her to place in the field a force much larger in proportion to her white population than the North…This institution is a tower of strength to the South</em>”.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Despite this, the unconquered South ignored the Preliminary Proclamation as an empty threat which presented no real change on how the war was to be fought.</span></li></ul><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">What were Lincoln's motives? Was Lincoln 'the Great Emancipator'?</span></h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Although logic would dictate that the answer to the above question is, <em>‘of course he was 'the Great Emancipator' as he issued the Emancipation Proclamation and then supported the Thirteenth amendment</em>’, there are issues that make the answer to the question more nuanced and debated.</span><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Firstly there is the issue surrounding Lincoln’s pre-war views on slavery. While he strongly opposed the expansion of slavery he was certainly not an abolitionist.</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">He was portrayed as an abolitionist by Douglas in the Lincoln-Douglas - something that he denied.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">He was chosen as the Republican candidate in 1860 in part was he was seen as being a more moderate candidate on the issue of slavery than Seward.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In his inaugural address in 1861 Lincoln stated that he had: "...<em>no purpose, directly or indirectly, to interfere with the institution of slavery in the States where it exists. I believe I have no lawful right to do so, and I have no inclination to do so.</em>"</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln was not an advocate of racial equality and supported schemes such as repatriation of black Americans to Liberia.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln famously stated that if winning the war meant not freeing any slaves, or freeing some and not others he would. This seems to show that any decision to free the slaves would be purely a decision made to win the war.</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">On the other hand:</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln attacked slavery during the Lincoln- Douglas debates, stating that ‘if slavery was not morally wrong then nothing was’ and also delivering his famous ‘House Divided’ speech.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Southern states seceded when Lincoln was elected as they saw him as an abolitionist and he did little during the election to allay their fears.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln’s early reluctance to support early in the war the principle of emancipation may well have been rooted in fears of losing the upper south. By mid 1862 the loyalty of Kentucky, Maryland and Missouri was firmly secured and Lincoln’s position changed.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">What ever Lincoln’s statements about intentions before the war, these can not overshadow the fact that he did emancipate the slaves and then secure their freedom with the 13<sup>th</sup> Amendment.</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Further doubts can be paced on Lincoln’s credentials from events during the war:</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In August 1861 General Fremont, the Union Commander in Missouri issued a proclamation freeing the state's slaves. Lincoln ordered him to rescind the proclamation. When Fremont refused, Lincoln removed him from his command.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Lincoln expressed doubts about the Confiscation Act in 1862 that allowed individual slaves to sue for their freedom to a Federal Court if their owner was a rebel. He did however sign it.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In March 1862 Lincoln requested that Congress compensate any state adopting gradual emancipation. He offered $400 for every slave freed, hoping that the Union slave states would choose to end slavery. This was unsuccessful and also outraged abolitionists as it compensated the slave owner and not the slaves. This does however show Lincoln looking to end slavery.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Slaves that escaped over Union lines or who were taken by the Union army were treated as contraband of war. The question of what to do with the increasing number of these slaves was one of the possible motivations for Lincoln’s change in policy.</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In July 1862 Lincoln presented his Emancipation Proclamation to his cabinet. All apart from Blair approved of it. Seward recommended that Lincoln wait for a Union victory before publicly making the proclamation so it was seen as coming from a position of strength not weakness. Lincoln heeded the advice and made the proclamation after victory at Antietam, with it coming into effect on 1st January 1863. There were however still some issues; the proclamation can be seen very much as a war measure as Union states were exempt, as were areas brought back under Union control by 1st January 1861. However, these issues were due to the constitutional constraints which limited Lincoln’s powers rather than a suggestion that he wanted to allow slavery to continue. Activists such as Frederick Douglass were equally determined that the African American population should play its part in the war that aimed to end slavery. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Before fighting in the Union army there were African Americans serving in the Union navy. The Confiscation Act of 1862 meant that ex-slaves were used as labourers supporting the Union army but not front-line troops.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The first move to recruit African American troops was by General Hunter. He raised a regiment of <span style="font-family:lucida sans unicode,lucida grande,sans-serif;">African American</span> volunteers on the Sea Islands off the coast of South Carolina in 1862. Secretary of War Stanton authorized the creation of a regiment of 5000 African </span><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">American troops in August 1862. They were followed by many more <span style="font-family:lucida sans unicode,lucida grande,sans-serif;">African American</span> troops following the Emancipation Proclamation. Earlier resistance to enlisting African Americans had decreased due to the rising casualty numbers and the desire to get the war won. The scale of African American enlistment was astonishing; of the 46,000 free black men of military age in the Union States 33,000 joined the army. This number was, however, dwarfed by the 100,000 former slaves who signed up from the Confederacy and the 42,000 slaves who gained their freedom by signing up in Delaware, Maryland and Missouri.
