Indeed, inspired by Cuba, many guerilla groups did appear across the continent but they were met by a determination on the part of the military in several countries to ensure that they could not succeed. From the early 1960s to the 1980s, the military seized control in ten countries. Each coup took place in different circumstances. However in each case the military took control in order to restore order or remove corrupt politicians, whom they believed were incapable of dealing with revolutionary threats. The military believed, mistakenly, that guerilla fighters as well as trade union activism or student protest was all part of a coordinated attempt led by Moscow to overthrow governments of Latin America. In the height of the Cold War, the US of course shared this belief and were more than prepared to assist Latin American countries in their attempt to keep tight control. The economic and political elites of the Latin American countries, who stood to lose most if a left-wing or Communist government took control, also supported the actions of the military.

These military regimes were reactionary and repressive. They reduced government spending on economic investment and on social reforms, also lowering wages. They encouraged private and foreign investment in order to develop a capitalist economy. Democratic institutions were suppressed and individual rights removed in the interests of security. The US supported them with training and equipment, turning a blind-eye to human rights abuses in the interest of ensuring that left-wing movements failed, and thus that the Soviet Union would have no opportunity for influence in the region.

Starter:

US intervention in this region was not new.

In small groups explore US involvement in Latin America from 1900 up to 1960. Consider US economic, socio-cultural and political influence in the region. Each group should select a different Latin American country. Feedback your groups research to the class.

Case study: Uruguay

1. What factors weakened democracy?

Economic factors

The causes of Uruguay’s dictatorship began in the 1960s. Before this time, Uruguay was an affluent and stable country with a large middle class and strong economy. Indeed, from the beginning of the 1940s, and especially after creation of the wage councils, real wages increased, which meant an improvement in the living standards of the working class and dynamism in the internal market. The period of increased industrial development lasted from 1945 to 1955; total production practically doubled during this time. Agriculture also experienced a boom. It was the first nation in Latin America to establish a welfare state, maintained through relatively high taxes on industry, and developed a democratic tradition that earned it the sobriquet "The Switzerland of South America". Throughout much of the 20th century, Uruguay's two main political parties, the Colorado and National (Blanco) parties, alternated in power. They were founded in the early 19th century, and are among the oldest political parties in the world.

However, in the late 1950s, partly because of a worldwide decrease in demand for Uruguayan wool and meat - its two main exports, there was an economic crisis and drop in the standard of living which led to unemployment and much unrest. Livestock production, which had basically stagnated since the 1920s, was not capable of providing the foreign exchange needed to further implement the Import Substitution Industrialization model.

Economically, the 1958 Blanco victory brought ranching and agricultural forces to power. This led to the implementation of liberal (free-market) economic policies aimed at eliminating the protectionist-interventionist model that had fostered industrial development. In 1959, the new Finance Minister, Juan E. Azzini, presented a new reform package. This involved the start of a liberalisation of the economy and the abandonment of Import Substitution Industrialisation programme (ISI). In 1960 Uruguay agreed to sign its first letter of intent with the IMF requesting an IMF loan on the condition that it carried out conditions imposed by the IMF. The Blanco government devalued the currency and established a single, free monetary exchange market (while maintaining the interventionist role of Banco de la República Oriental del Uruguay (Uruguayan National Bank- BROU), as well as the free import and export of goods and services. The reorientation of economic policy tended to favour the agro-exporting sector. However, the model could not be applied fully, nor in an orthodox manner. At the time of the 1962 elections, inflation was running at a historically high level of 35%. The Colorado Party was defeated once again, although by a much smaller margin of votes (24,000 as compared with 120,000 in 1958).

The economic situation continued to deteriorate, and Inflation increased to more than 50% per year between 1963 and 1967, and in 1965 an overstretched financial system and massive speculation produced a banking crisis. With the loss of these men, there was a corresponding loss of legitimacy and credibility for the political parties, and this was exacerbated by the spread of corruption and political clientelism.

Important changes also took place in the minor parties. Catholics formed the Christian Democratic Party (Partido Demócrata Cristiano—PDC). Communists formed a coalition with other minor parties, the Leftist Liberty Front (Frente Izquierda de Libertad—Fidel). The PSU, Socialist Party of Uruguay, joined with intellectuals and dissidents from traditional parties and formed the Popular Union (Unión Popular). Some of the major internal problems the Left had in this period were related to tactics and strategic differences. There were also divisions over whether to embrace a revolutionary path and what relationship Uruguay should pursue with the USSR.

Task One

ATL: Thinking and communication skills

Using the information above, create an infographic that shows the weaknesses of political parties during this period

2. In addition, a new political protagonist appeared. In 1962 Raul Sendic, head of the sugarcane workers from the north of the country (Unión de Trabajadores Azucareros de Artigas- UTAA)- joined together with other leftist leaders, the National Liberation Movement - Tupamaros (Movimiento de Liberation Nacional Tupamaros—MLN-T), a clandestine urban guerrilla movement.

This movement began a campaign of urban terrorism engaging in activities such as bank robbery, kidnappings and assassination, in addition to attempting an overthrow of the government.

Jorge Pacheco Areco became President in 1967. He banned leftist political parties and newspapers as well as suppressing trade unions. However, this repression, combined with the economic situation and high inflation, only increased discontent and the activities of Tupamaros. Historian Benjamin Nahum (1995) points out that “it became progressively accepted that any social mobilisation could be repressed savagely, and the price for protesting against the government could be death. The population's submission before these violent events marked the beginning of the loss of democracy”.

During this period Tuparamos kidnapped three American embassy employees and Pacheco was forced to declare a state of emergency. When, in 1971, more than 100 Tupamaros escaped from jail, the army were ordered by Pacheco to suppress all guerrilla activities. The military established the Junta de Comandates en Jefe to co-ordinate their anti-guerilla actions (which later became the Estado Mayour Conjunto (ESMACO)). This was the first military body not to be overseen by the Ministry of Defence. In addition, expenses on military doubled from 13.3% of the budget to 26.2% while expenses on education fell from 24.3% to 16%

In March 1972, Juan M. Bordaberry became president (1972-76). His administration continued its predecessor's policies, giving budgetary priority to the military rather than to education and other social areas. Bordaberry also proposed legislation to eliminate the autonomy of the University of the Republic and enhanced the powers of the army and police. When the Tupamaros finally renewed their armed activities following their six-month electoral truce from October 1971 to April 1972, they faced a firmly entrenched administration backed by an increasingly well-equipped and adequately prepared military, which had complete military powers to defeat them.

In April 1972, after a bloody shoot-out with the Tupamaros, Bordaberry declared a state of 'internal war´ (April 1972). All civil liberties were suspended, initially for thirty days but this was later extended by the General Assembly until 1973. On July 10, 1972, the government enacted the State Security Law. Under this law many aspects of civilian law were replaced by military law, and punishments became more severe. The fact that certain factions within political parties with parliamentary representation, for example Blancos, voted in favour of the law was evidence of the limitations of these political parties to challenge the regime. Only later would these political parties admit this failure was an error. In the words of Senator Wilson Ferreira (Blanco Party) “We made a mistake. How did the dictatorship seek to impose a new order through its economic and social policies?

When the military took power in 1973, the country faced a decade and a half of economic stagnation, high inflation, and increased social unrest. Massive repression brought the social unrest under control and eliminated the Tupamaro urban guerrilla threat.

This explains why economic performance soon became the regime's ultimate claim to legitimacy and justification for its harsh rule. The military and their team of loyal professionals hoped to reverse Uruguay's economic stagnation, which had led to an absence of investment, as well as the flow of capital out of the country. The dissolution of the General Assembly and the banning of union organizations eliminated any possibilities for action by the opposition and thus made possible the implementation of a new economic model. The long term model planned by the military involved a profound change in the traditional roles of the public and private sectors and the response of the public sector to the influence of the external market.

In short, the military's economic program sought:

to transform Uruguay into an international financial centre by lifting restrictions on the exchange rate and facilitating the opening of branches of foreign banks

to reduce import duties and to promote non-traditional exports

integration with neighbouring states

integration of trade with Argentina and Brazil, and the liberalisation of the agricultural and livestock markets

Although proposals were made to reduce state interventionism, the state through its Planning and Budgetary Office (Oficina de Planeamiento y Presupuesto) participated actively in the preparation of the new program. This was known as the National Plan of Development (PND), drafted in 1972 for the period 1973-1977. The man behind the program was Harvard-trained economist Alejandro Vegh Villegas, who had served as minister of economy and finance from 1974 to 1976.

The diagram below shows the aims of the PND.

Vegh succeeded somewhat in his budgetary objectives and managed to reduce some tariffs. Between 1975 and 1980, his strict monetary policy reduced inflation from 100% in 1972 to 20% in 1982. He achieved this by severe control of the social expenditure in the budget and by a policy of depressed real wages, which fell by 50% during the 1970s. Between 1974 and 1980, the GDP grew, although unevenly. Beginning in 1980, recession in the United States made matters more difficult. Between 1981 and 1983, GDP fell some 20%, and unemployment rose to 17%. The foreign debt burden, grew exponentially and stood at about US$3 billion by 1984.

The failure of the regime's economic model, combined with political repression, prompted thousands of Uruguay's best professionals to go into exile. This lack of success of the military's economic policies and their failure to achieve legitimacy led to the dismissal of their own plan to reinstitute a civilian government under military tutelage.

Task One

ATL: Thinking skills

Using the information above, copy and complete the chart below.

The following social policies were also implemented:

There was strict censorship of the press which was constantly harassed and threatened. This was basically the same ideology made famous by the Brazilian generals after their takeover in 1964. The core of the doctrine is put forward by Brazil's General Artur Golbery do Couto e Silva in his book Geopolitica do Brasil. He described a world divided into two opposing blocs—the capitalist and Christian West and the communist and "atheistic" East—each with its own values that were considered irreconcilable. In the aftermath of the assassinations of Uruguayan political leaders Hector Gutierrez Ruiz (National Party) and Zelmar Michelini (Broad Front), who were kidnapped and killed in Argentina as part of Condor Operation, the holding of national elections was not an option for the military. Alberto Demichelli, president of the Council of State, who replaced Bordaberry, issued the Institutional Act No. 1, and decreed the suspension of elections. Three months later, Demichelli was succeeded by Aparicio Mendez (1976-81), who decreed the political prohibition of all individuals who had participated in the 1966 and 1971 elections.

Many citizens were subsequently persecuted for ideological and political reasons. Why did opposition to the military regime grow?

As a result of the political situation, many Uruguayans abandoned the country in this period. From 1972 members of the left sought asylum in neighbouring countries such as Argentina and Chile. Later on, many moved on to other Latin American countries such as Mexico, Cuba, Venezuela or fled to Europe. The communities of exiled citizens mobilised actively. According to historian Vania Markarian, their success in denouncing the excesses of the military regime was possible because they took advantage of transnational human rights networks. These exiles were also able to exploit the context of the new US foreign policy of détente and the active promotion of Human Rights by President Jimmy Carter between 1976 and 1979. In 1976 the Koch amendment was approved. Koch, a Democrat Senator in the US Congress proposed that “military assistance and training and the selling of weapons to the Uruguayan government should be suspended as they violated international human rights conventions”.

In 1977 the military government made public its political plans.

Over the next few years, the National Party and the Colorado Party would be purged.

A new constitution would be submitted to a plebiscite,

National elections would be held with a single candidate agreed on by both parties.

A charter that gave the military virtual veto power over all government policy was drawn up. In 1980 the armed forces decided to legitimize themselves by submitting this constitution to a plebiscite. They expected to get it approved by the popular vote of the Uruguayan people, as that would ensure the political legitimacy that the government had been lacking since 1973. Against the constitutional project were sections of each of the political parties - the Colorados, the Blancos and the Broad Front, who considered the reform authoritarian and in conflict with Uruguay's democratic tradition. There was only one TV debate allowed, and all other propaganda allowed was in favour of the regime.

Uruguay's citizens went to the polls, on November 30, 1980 . The outcome was most unexpected, both at home and abroad. The people dealt the military regime a tremendous blow and rejected the proposed new constitution by 57% to 43%.

After the electoral defeat of the military's constitution, retired Lieutenant General Gregorio Alvarez Armelino (1981-85), one of the leaders of the coup, became president, and political dialogue was slowly restored.

The 1982 Political Parties Law was enacted to regulate the election of political leaders, the preparation of political platforms. Its aim was the controlled democratization of the political system. However, it excluded the left to avoid a return to the situation prior to 1973. In 1982 the officials of the National Party, the Colorado Party, and the Civic Union (Union Civica—UC - created in 1971) a small conservative Catholic party, were elected.

Once again, election results went against the military. Groups opposed to the dictatorship won overwhelmingly with a clear mandate for both the traditional parties. A divided left, although officially banned, also participated - especially those who believed it would be useful to back the democratic sectors of traditional parties. The dialogue between politicians and the military made slow progress, marked by advances and setbacks and accompanied by increasing civil resistance.

During this time Uruguay experienced its worst economic crisis since the Great Depression. In November all opposition parties including the left staged a massive political rally, “La marcha del Obelisco” demanding elections with full restoration of democracy.

Historians' perspectives

How important was the result of the constitutional plebiscite of 1980 in the failure of the dictatorship?

Historian B. Nahum, who has written extensively about this period, points out that many citizens considered at the time that the plebiscite was the only available opportunity to see an end to the military regime and force them to surrender power. Yet to reject the military constitutional project meant to jump into the abyss, as there was no other political option on offer. But for many, this constitutional uncertainty seemed better than the regime. The triumph of “NO” to the military project revealed the depth of democratic and civil law traditions among Uruguayan people. The result of the plebiscite meant that the military could only ignored it by applying ruthless violence. The fact the military chose not to use force and the fact that it started to think about possible other options shows, to an extent, that the dictatorship was also trapped by the long-lasting national democratic tradition.

Task One

ATL: Self-management skills

Create a timeline from 1950 to 1982.
