However, Nasser was not convinced full democracy should be implemented in the 1950s and 1960s as he feared that poverty in Egypt would garner support for either the communist party or the Muslim Brotherhood which was a transnational Islamist organization founded in Egypt in 1928. Its members are not formally aligned with or against any major power bloc which meant, in the context of the Cold War, non-alignment with either of the Superpowers.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nasser was one of the leaders who attended the first conference of the Non-Aligned Movement. He was impressed with the views and arguments presented and decided that he would pursue a neutral position in the Cold War.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">When he first come to power, Nasser had persuaded the US to fund the construction of the Aswan Dam project and had joined the Baghdad Pact in 1955 which was a NATO-style alliance aimed at preventing the spread of Soviet influence in the Middle East. But Nasser was increasingly frustrated by the US refusal to sell arms to Egypt. In response, Nasser asserted his independence from the West by buying arms from Czechoslovakia within the Soviet bloc. This was condemned by the US; indeed the Secretary of State, John Foster Dulles, believed this move was ‘<em>as dangerous as the North Korean invasion of South Korea in 1950’</em>. It was this, rather than merely Nasser’s stance regarding non-alignment, that led to anxiety in the US. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As you will see below, Nasser implemented land reforms and this also heightened tension with the US. Egypt had a history of western capital investment; Britain and France had invested in the building of the Suez Canal in the 1860s and had competed for colonial influence in the country. Nasser's land policy was deemed ‘socialist’ and this, coupled with his apparent willingness to seek assistance from the Communist bloc, led the US to withdraw funding for the Aswan Dam.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In response, Nasser nationalized the Suez Canal on 4 August 1956. Although the income from the canal would not cover the full cost of building the Aswan Dam, the move garnered great public support at domestically. It was also applauded by other Arab states and countries in the Africa region.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In the ensuing crisis over the Suez Canal, Nasser played the Superpowers against one another and was able to emerge victorious. He argued that capitalism was not appropriate for Egypt as it was inherently associated with the imperialist powers. A National Planning Committee was set up to organize the ‘Egyptianization’ of all foreign banks, companies, and agencies; this would end Egyptian dependence on foreign capital and make it less vulnerable to US interference.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nasser promoted a social justice agenda for the economy and he passed measures to prevent child labor, improve working conditions, and provide healthcare. From 1958, he attempted to bring about more land reform. The amount of land one farmer could own was limited in order to foster the growth of co-operatives that the state would invest in. But landowners resisted these reforms, and this meant that there was no significant increase in productivity. Importantly, only a very small percentage of peasants gained land from the redistribution of land.</span><br> </p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Industry</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1958 a <em>five-year plan</em> was set up, which focused on increasing industrial output. Nasser did not want the state to fund all his projects and tried to encourage some private investment in his schemes. However, his attempts to develop a mixed economy had limited results, and Nasser moved towards more nationalization in the 1960s.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Although his policies were deemed as following a ‘Soviet model’ by western critics, there was never total government control of the economy. Indeed, despite some major companies being nationalized, two thirds of businesses remained privately owned. The planned expansion of industry also did not happen. At the same time the population grew and this led to shortages in goods. Egypt was increasingly dependent on imported products and there was high inflation.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nasser’s most important domestic project was to complete the construction of
the Aswan Dam. As you have read, the US had pulled out of funding the project, but in the context of the Cold War this move opened the door for the Soviets to offer assistance. The USSR provided more than £500 million in aid to Egypt. The first stage of the building of the dam was completed in 1964 and the Soviet leader, Khrushchev, went to the opening ceremony and committed to give Nasser another £100 million to set up his <em>second five-year plan</em>. To foster Soviet economic support, Nasser promised to release all communist political prisoners. Khrushchev awarded Nasser the award of the highest Soviet decoration, the star of the Hero of the Soviet Union with the Order of Lenin.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Many Egyptians studied in Soviet universities and military academies: including a future president, Hosni Mubarak, who completed training as a pilot in the USSR. Although Nasser forbade Communist proselytizing of Egyptians by Soviets in either Egypt or the Soviet Union, this was hard to stop when Egyptians were training abroad</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Grain</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Despite these connections to the USSR, Nasser’s Egypt remained economically dependent on the US. It imported 50% of its grain from America - an agreement which was negotiated when President Kennedy was in office. However, after Lyndon B Johnson became president at the end of 1963, relations between the US and Egypt became more tense. In 1966 there were acute grain shortages in Egypt but the US sent its surplus to India. At the same time, they rejected the dictatorship of any class and decided the dissolution of class differences should be the means of real democracy for the entire people’s working forces. One of the ‘guarantees’ of the revolution was the decidedly un-Marxist one of ‘unshakable faith in God, His Prophets and his Sacred Messages.’ </em></span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em><strong>Robert Stephens. We are on the way to building a society based on self-sufficiency and justice. The Charter called for affordable housing, vocational schools, universal healthcare, greater women’s rights and a family planning program. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Education</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">‘The good of society’ envisaged by Nasser was to be defined by the government; what benefitted society rather than what benefitted the individual was promoted. Teachers and university professors were urged to leave their ‘ivory towers’ and to participate in building the 'good society'.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The study of history itself also had to be in line with the new way of thinking. Marxist historiography - the enemy of western capitalist democracies – was promoted. Socialist interpretations of history had always been written outside Egypt, by the early 1960s socialist historians were installed in state universities. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The arts</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Artistic freedom was to be limited, and ‘capitalist’ ideas of individual freedom and ‘art for art’s sake’ were condemned. The government branded all pre-1952 art as ‘feudal, imperialistic, capitalistic and selfish.’</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">This type of rhetoric seemed to reflect the influence of Soviet ideas in Egyptian culture. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1954, the Wafdist paper al-Misri was closed down and the press was purged. The government imprisoned large numbers of ‘counter-revolutionaries’. In 1960 the press was nationalized and this was justified by claiming that the free westernized press was a tool of the capitalists. There was an increasing emphasis on populist art and literature, including <em>folklore</em>. At the university of Cairo, a chair of folklore was established in 1960. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Therefore, by the 1960s Nasser had moved towards a consistent socialist approach to cultural policy. In 1961 Nasser nationalized the film industry, previously known in the west as the ‘Hollywood of the Orient’ as it had produced around 50 films a year. These movies were incredibly popular in Egypt, but also around the Arab world. After nationalization Nasser could use the cinema as a means to promote his ideology and garner support across the Arab states.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Hundreds of Egyptians went to study in the Soviet Union and Eastern Europe. There were cultural missions, plays, dance performances and music concerts that came to Egypt. The visual arts and poetry were supposed to become more ‘socialist’.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, although artists operated under the threat of the state’s suppression, action against them was very limited in comparison to the Soviet Union. There was censorship in every artistic field, yet there remained some freedom of expression. He wanted to address the situation of Palestinians and was openly hostile towards the state of Israel to this end</span></p></div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In March 1947, Truman delivered his speech outlining what would become known as the <em>Truman Doctrine</em>. Although this speech focused on the crises that had developed after the Second World War in Greece and Turkey – it also suggested that these posed a threat to the Middle East. Truman told Congress that, without military and economic assistance, ‘confusion’ would spread into the Middle East. Thus it was clear that Superpower rivalry and confrontation had already spread to this region. The Middle East was now deemed crucial for US security. Rashid <span data-scayt-word="Khalidi" data-wsc-lang="en_US">Khalidi</span>, writing in <em>Sowing Crisis: The Cold War and American Dominance in the Middle East </em>(2009), argues that as a consequence Middle Eastern states ‘<em>became dependent on the United States, and in some measure became client states.’</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The Non-aligned movement</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nasser believed that the idea of non-alignment was in line with his anti-imperialist policies and he supported the concept of ‘positive neutralism.’ Nasser attend to the Non-Aligned Conference in Belgrade and got on well with Marshal Tito of Yugoslavia. He promoted socialism but was also anti-imperialist aiming to make Egypt independent of foreign control. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Suez</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The 1956 Suez crisis had shown that the superpowers could not always control smaller states. As a supporter of the Non-Aligned movement, Nasser could manipulate the superpowers into giving Egypt economic and military aid as both attempted to draw neutral sides into its own Cold War alignment. Historian John Lewis <span data-scayt-word="Gaddis" data-wsc-lang="en_US">Gaddis</span> argues that this meant that <em>‘Tails were beginning to wag the dogs.’</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nevertheless, after the Suez crisis, the superpower rivalry intensified in the Middle East. The Eisenhower Doctrine of 1957 led to an increase in US support for Israel. This in turn led to more support from the USSR for Arab states, including Egypt.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The Yemeni Civil War </strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nasser also got involved in a civil war in Yemen, which would become his ‘Vietnam’. In 1960, Yemen was divided in to two regions: a British protectorate and a theocracy ruled by Imam Ahmad. The Imamate was not opposed to more Arab unity, as proposed by Nasser, but condemned his social reforms as ‘ungodly’. When the Imam died in 1962 a revolt broke out in which the Imam’s son and heir was presumed killed, and the Yemen Arab state was proclaimed – and recognized by both the USSR and the US. However, the son was still alive and raised an army with the help of Saudi Arabia. Nasser sent in 15, 000 troops in an attempt to back the Yemen Arab state. However, even with Soviet military assistance, the Egyptians had to struggle to hold the major cities. Some historians have argued that the intervention in Yemen contributed to Nasser’s defeat in the

On 13 May Soviet intelligence erroneously claimed that Israeli troops were massing on the Syrian border. To reassure Syria and deter Israel, Nasser sent Egyptian troops into the Sinai. Provocatively, Nasser also asked for UN peace keeping forces in Sinai be removed. On 22 May, Nasser closed the Straits of <span data-scayt-word="Tiran" data-wsc-lang="en_US">Tiran</span>, and made speeches threatening Israel.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">On 28 May, Jordan and Egypt formed a defense pact and put their armed forces under joint command. Iraq joined the pact a day later. Syria already had a pact with Egypt.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Israel then launched a <span data-scayt-word="pre-emptive" data-wsc-lang="en_US">pre-emptive</span> strike on 5 June, which wiped out the Syrian, Jordanian, and Egyptian air forces on the first day. In just six days, Israel went on to push the Egyptians out of Gaza and the Sinai, captured the old city of Jerusalem and occupied all of Jordan west of the Jordan River.
