Why d</span><span style="color:#000080;">id the US government decide to intern Japanese Americans?</span></strong></h4><p><strong><img alt="" height="294" src="../../../ib/history/japanese.png" width="466"></strong></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Military rationale and homeland security</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As you may have found in your research, when relations deteriorated between the US and Japan in the 1930s due to Japanese expansion in China, US intelligence agencies became concerned about the possible activities of Japanese agents in America. Indeed, from 1935 citizens of Japanese descent came under surveillance. Within weeks of the Japanese attacked Pearl Harbor 7th December 1941, 3,000 suspected ‘agents’ were arrested and a wave of anti-Japanese sentiment swept the US. President Roosevelt’s administration came under pressure to remove Japanese Americans from society as they posed a threat in terms of espionage and sabotage.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The potential threat of a Japanese attack on the west coast led to growing pressure to remove people of Japanese descent from the coastal region. At the beginning of 1942, press reports in Californian suggested that there were around 20,000 Japanese in the San Francisco area ‘ready to take action against the US’.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The government decided to take action. The Secretary of War Henry L. Stimson was in favor of a mass “evacuation” of West Coast Japanese Americans as an emergency military measure, while FBI Director J. Edgar Hoover, argued that mass evacuation was unnecessary. Stimson persuaded the President reasonable action was necessary and Roosevelt then signed Executive Order 9066 on 19</span><sup>th</sup><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> February, 1942. The order authorized the army to establish military areas from which <em>any </em>civilian could be excluded and to provide “evacuees” with transportation. Although Japanese Americans were not named in order 9066, it was to be applied exclusively to them. All three of the groups you researched in the starter activity were interned: first generation immigrants from Japan, or Issei, deemed ‘resident aliens’ forbidden by law from becoming naturalized citizens, second generation Japanese American or Nisei, the Issei's American-born children who were US citizens by birthright and the third group, Kibei, educated in Japan however, born in the US and had citizenship.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Task One</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>ATL: Thinking skills</strong></span></p><div class="blueBg"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Read the following extract from a report by Lt. The security of the Pacific Coast continues to require the exclusion of Japanese from the area now prohibited to them and will so continue as long as that military necessity exists. The surprise attack at Pearl Harbor by the enemy crippled a major portion of the Pacific Fleet and exposed the West Coast to an attack which could not have been substantially impeded by defensive fleet operations. More than 115,000 persons of Japanese ancestry resided along the coast and were significantly concentrated near many highly sensitive installations essential to the war effort. Intelligence services records reflected the existence of hundreds of Japanese organizations in California, Washington, Oregon and Arizona which, prior to December 7, 1941, were actively engaged in advancing Japanese war aims. These records also disclosed that thousands of American-born Japanese had gone to Japan to receive their education and indoctrination there and had become rabidly pro-Japanese and then had returned to the United States. Emperor-worshipping ceremonies were commonly held and millions of dollars had flowed into the Japanese imperial war chest from the contributions freely made by Japanese here. The continued presence of a large, unassimilated, tightly knit and racial group, bound to an enemy nation by strong ties of race, culture, custom and religion along a frontier vulnerable to attack constituted a menace which had to be dealt with. Their loyalties were unknown and time was of the essence. The evident aspirations of the enemy emboldened by his recent successes made it worse than folly to have left any stone unturned in the building up of our defenses. It is better to have had this protection and not to have needed it than to have needed it an not to have had it – as we have learned to our sorrow.</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><a href="http://www.sfmuseum.org/war/dewitt0.html">http://www.sfmuseum.org/war/dewitt0.html</a></span></p></div></div> <p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The issuing of Executive order 9066 has been seen as a response to pressure from the US military and to a near hysterical wave of anti-Japanese public opinion. However, the role of President Roosevelt should also be considered. Roosevelt’s role was significant not only because of his decision to issue 9066, but also his interventions in the subsequent policy of internment which determined its nature and duration.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Executive Order 9066 was a highly undemocratic act, and infringed on the civil rights of US citizens. Some viewed order 9066 as indicative of racist views held by certain senators and congressmen. General de Witt, head of Western Defense Command stated that the Japanese were the ‘enemy race’. Japanese American farmers grew 40% of California’s produce and some farmers supported the policy as a means of removing this competition. Japanese farmers removed from their land were forced to sell the property usually at a loss. Estimates suggest that losses, could have totaled around $500 million. What roles did Japanese Americans play in the US military during the Second World War?</strong></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Although Japanese Americans faced restrictions in joining the armed forces, by the end of the war over 30,000 Japanese Americans served in the military. They were not permitted to join the navy during the war, and the army only became fully open to Japanese Americans in 1944. Nevertheless, from 1943 some internees joined up, and along with Nisei from Hawaii joined the 42</span><sup>nd</sup><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> Regimental Combat Battalion. This group was almost entirely comprised of Japanese Americans and it was the battalion Roosevelt referred to as ‘outstanding’ in the Italy campaign. Indeed, it became one of the most decorated in the Second World War, 9500 Purple Hearts, and incurred one of the highest casualty rates in the US army. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Japanese Americans in the armed forces also took on the role of interrogating Japanese prisoners and worked as translators of Japanese documents in the Army’s Military Intelligence Section. Why were Japanese Canadians relocated during the Second World War?</span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">When the Second World War broke out, and Canadian forces were sent to fight with their allies overseas, there was a population of around 23, 000 Japanese Canadians in British Columbia. This population was comprised of both Issei and Nisei, with around 13,000 from the latter group [Nikkei Kanadajin]. At first all Japanese Canadian men between 18 and 45 were evacuated and then sent on to camps in the interior of Canada; over the next nine months all Japanese Canadians were removed and relocated to one of the ten internment camps. Women and children were sent to six inland camps. What were the effects of the relocation policy on Japanese Canadians?</span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">For many Japanese Canadians the suffering they endured during the Second World War continued after the war ended. It was not just the economic and psychological effects of the forced relocation, the loss of property and personal possessions and the hardship of the internment camps it was also a sense of alienation from Canadian society. 22,000 Japanese Canadians had been in internment camps and of these, 4000 had their citizenship removed after war and 6000 were deported to Japan. The deportation policy led to public protests.
