I regarded the bomb as a military weapon and never had any doubt that it should be used.&rsquo;</em></span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">From Truman&rsquo;s memoirs</span></p><p style="text-align: center;"></p><p style="text-align: center;"></p><hr class="hidden"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The US Enola Gay dropped the first A-bomb, &lsquo;Little Boy&rsquo;, at 8am over Hiroshima on 6 August 1945 with devastating effects.&nbsp; This weapon of mass destruction killed over 80,000 people and injured a further 80,000. On 8</span><sup>th</sup><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> August the Soviet Union declared war on Japan. The following day, on 9 August, a second atomic bomb was dropped on the port of Nagasaki.&nbsp; This bomb was intended for the city of Kokura, however there was too much cloud cover so the plane moved on. The pilots missed the bomb target and it fell into a valley and although there was no fire storm, over 40,000 people were killed. But it did not require a revolution in the political economy of total war. Rather it was the logical culmination of the Allied way of war. Published: <em>Manual for Decisive Battle for the Homeland.</em> Civilians were to form a shield against invaders.&nbsp; All fight to death.&nbsp; Training of civilians to operate as suicide bombers</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The land and sea battles at Okinawa killed 12,5000 US sailors, marines and wounded 44,000.&nbsp; Most costly naval campaign of Pacific war. Kamikazes sank 27 ships and damaged 164. Loss of 1465 aircraft and crews. US land invasion of Japan far worse.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Estimates on casualties based on Okiniwa were around 270,000.&nbsp; All aware of test of S-1 on 16 July.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Nimitz Mc Arthur later warned dead count could be higher.&nbsp; McArthur increased initial est. of 50,800 in first 30 days. Could the US have demonstrated the power of the atomic bomb without using it on Japanese cities?</strong></span></h4><p><strong>Task One</strong></p><div class="yellowBg"><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>ATL: Thinking and communication skills</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In groups of four read through the information below and discuss the potential advantages of a &lsquo;demonstration&rsquo; of the power of the bomb.&nbsp; Divide into pairs, two student will argue for the resolution below and two students will argue against it.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Mini debate resolution:</strong></span></p><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong><em>A demonstration of the power of the atomic bomb would have been effective.</em></strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>In the US there was a group of scientists opposed to use of the bomb on Japan.&nbsp; The scientists, known as the Chicago group had argued that the power of the bomb could be effectively demonstrated on a deserted island without the need to strike a human urban target in Japan.&nbsp; The most outspoken of this group was Leo Szilard.&nbsp; The Chicago group believed that if the US used the bomb on a city it would sacrifice the country&rsquo;s moral high ground in the war.&nbsp; In turn, this would undermine the leadership position of the US in the post-war period as a force for global peace and future attempts to control atomic weapons.&nbsp;</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>The Chicago group sent a letter to Robert Oppenheimer which recommended a demonstration of the atomic bomb and outlined their opposition to its use on Japan.&nbsp; The letter outlined how the US would then be able to present to the world that it had a weapon of mass destruction but also highlight the fact that it had not used it.&nbsp; The Chicago group mooted the idea that if Japan then continued to refuse to surrender the atomic bomb might then be used - but with United Nations approval and after sufficient warning had been given to the Japanese.&nbsp; &nbsp;</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>The letter to Oppenheimer concluded:</em></span></p><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>&nbsp;<strong>&lsquo;To sum up, we urge that the use of nuclear bombs in this war be considered as a problem of long range national policy rather than of military expediency, and that this policy be directed primarily to the achievement of an agreement permitting an effective international control of the means of nuclear warfare.&rsquo; </strong></em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em><strong>Signed by: James Franck; DJ Hughes; JJ Nickson, E Rabinowitch, Glenn Seaborg, CJ Stearns, L Szilard</strong></em></span></p></div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>Nevertheless, Truman stated in his memoirs that it was the conclusion of his military advisors and his scientists that no technical demonstration, for example, over a deserted island, would bring the war to an end.&nbsp; It was believed that the atomic bomb had to be used against an enemy target.&nbsp; The Target Committee, a chosen group of scientists and military personnel, had already selected possible targets for the atomic bombs.&nbsp; These targets had to be carefully identified so that the use of the bomb would be effective. Senes. 2017.</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The atomic bomb was dropped on Hiroshima on 6 August and Stalin concluded that this was not meant to end the war so much as to demonstrate US might to the Soviet Union. &lsquo;<em>Knowing that the bomb was not needed to defeat a nation already on life support, they [the Soviet leadership] concluded that the Soviet Union was the real target</em>&rsquo; (Stone and Kuznick). Historian Zubok also quotes Yuli Khariton having said that the Soviet leaders viewed this as &lsquo;<em>atomic blackmail against the USSR</em>&rsquo;.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Source C </strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>From an article by Scott Lucas, &lsquo;Hiroshima and History&rsquo;, <em>Modern History Review</em>, 1996. </strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>Most importantly, the bomb was part of an &lsquo;atomic diplomacy&rsquo;, in which the US tried to establish a post-war advantage over the Soviet Union (and, it may be argued, Britain) in Europe and Asia. In May 1945 Henry Stimson wrote that US economic power and the bomb were &lsquo;a royal straight flush and we mustn&rsquo;t be a fool about the way we play it&rsquo;. Following this advice, Truman even delayed the Potsdam Conference with Churchill and Stalin to await the first test of the new weapon. As soon as he received news of success, the president took a tough line over issues such as Germany and downplayed the prospect of Soviet entry into the war against Japan. Truman explained, &lsquo;I have an ace in the hole and another one showing. So, unless [Stalin] has three-of-a-kind or two pairs (and I know he has nothing), we are sitting all right.&rsquo; Stimson admitted, on the day after the second bomb at Nagasaki, that the US wanted to end the war, &lsquo;before the Russians could put in any substantial claim to occupy and help rule [Manchuria and Japan].&rsquo; </em></span></p><section class="tib-hiddenbox"><div><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">March 1945 US Sec of War Stimson &ndash; &#39;The question of sharing it [the atomic bomb] with others nations and&hellip; on what terms, becomes a primary question of foreign relations.&#39;&nbsp; US had a moral responsibility to control the weapon and avoid disaster to civilization &ndash; Stimson if properly used, nuclear power might afford America the opportunity to bring peace to the world and &lsquo;save our civilization&rsquo;. A nuclear powered US could also stare down at states that threatened it.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">28 May 1945 Byrnes [pre sec of state] stated that the atomic weapon would help US contain Russia: &lsquo;Rattling the bomb might make Russia more manageable.&rsquo; Saw it as diplomatic not military weapon.&nbsp;&nbsp;&nbsp;</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">New hardline US Sec of State Brynes, 3rd July.&nbsp; At Potsdam US do not raise subject of Japan - raised by Stalin &ndash; &lsquo;are not the Russians to wage war against Japan?&#39;</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Brynes put a line through the Soviet Union&#39;s name as a signatory on Postdam Declaration the ultimatum for Japan</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">US code breakers understood that Japan was focused on negotiations with the USSR.&nbsp; It still had a neutrality pact with the Soviet Union. The government had unanimously agreed to seek the &lsquo;good offices of Russia in ending the war in accordance with the Imperial Will&rsquo;.&nbsp;</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">By end of July &ndash; western democratic powers had lost eastern Europe to Soviets they were determined not to lose Asia.&nbsp;</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">US and British leaders did not detail the S-1 as atomic bomb to Stalin. Did not want to be pressed for technical details.&nbsp; BUT Stalin knew exactly what S1 was as its spy Klaus Fuchs had informed Soviets on 2nd June re Trinity test.&nbsp;</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Truman and Churchill act &ndash; 7am on 26 July 1945 outside the Cecilienhof Palace &ndash; the US and Brit delegations issued the Potsdam Proclamation no mention of Emperor or constitutional monarchy, Soviet Unions name removed and made no mention re. atomic bomb:</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Potsdam Declaration: &#39;We call upon the government of Japan to proclaim the unconditional surrender of all the Japanese armed forces&hellip; The alternative for Japan is prompt and utter destruction.&rsquo;</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Stalin furious &ndash; outmaneuvered and deceived. Molotov had sent a message to Brynes the night before requesting declaration be delayed by two or three days.&nbsp; Brynes claimed message arrived 2 hours too late. Not only proof US want to secure Japan&#39;s defeat without Soviet assistance but also publicly excluded USSR - a humiliation.</span></li></ul><div style="margin-left:.38in;"></div></div></section></div></div><h4><span style="color:#000080;"><strong>5. What is the message of this clip regarding the reasons for the dropping of the bomb</span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The post revisionist view on the reasons for the atomic bombing of Japan balances the orthodox and revisionist perspectives - that the motivation was both to save lives and end the war but also to demonstrate its impact to the Soviet Union. &nbsp;However, there is another perspective.&nbsp; The sheer scale of the project which had begun before the US entry into the Second World War and the cost to US taxpayers of over $2 billion have led some to suggest that there was an economic dynamic to the decision to use the bomb. Secretary of State Brynes had informed four of the most powerful US industrialists that the bomb was to be used as soon as available on an urban area.&nbsp; Admiral William D. Leahy, Chief of Staff to the US President of the United States in his autobiography <em>I Was There </em>(1950) stated that: &lsquo;<em>It was my reaction that the scientists and others wanted to make this test because of the vast sums that had been spent on the Project. Truman knew that and so did the other people involved ... My own feeling was that in being the first to use it we had adopted the ethical standards common to barbarians in the dark ages.
